In response to my complaint about the Liberal Government abusing its authority by distributing videos that support imposition of HST, I received this response:
We have previously reviewed the Government HST Blog and determined that as Government has a mandate to provide information to the public, they are able to publish this information to a common area for information purposes. However, messages that push this information to individuals or organizations whom have not previously requested it could be considered initiative petition advertising. We review examples of the latter on a case by case basis as they are brought to our attention.
I trust that I have answered your question. If you require additional information, please contact me directly.

I realize that the Liberal Government is about to unleash a far larger campaign, a moment after expiry of the period for gathering initiative signatures. However, it is clearly absurd to suppose they cannot use the mails to distribute their one sided views of HST but they can use the Internet to distribute their one sided views of HST.
